Certification scheme products

In the system of GOST R certification scheme is in a procedure, which is the procedure of certification of quality products. Of course, the choice of scheme to be agreed with the applicant, as certification of products is carried out primarily at the initiative of the manufacturer or the importer of the goods. Certificates are issued for the contract, for shipment or for serial production.

Now a little more about those schemes that are established by the legislation:

Certification option 1 — test in the accredited testing laboratory of the product, i.e., a standard sample. This scheme applies to products of complex design.

Certification 1 is intended for limited production volume of domestic production and supply contract of imported products. Scheme 1A includes a Supplement to scheme 1 is the analysis of production status.

Certification option 2 — test product samples, after which the applicant may issue a certificate of conformity.

In this certification scheme provides for inspection control. For this product sample is taken in trade organizations that implement this product, and shall be tested in accredited testing laboratory.

Scheme 2A includes a Supplement to scheme 2 analysis of the state of production before issuance of the certificate.

Certification schemes for products 2 and 2A are recommended for imported products delivered on a regular basis.

Certification scheme 3 provides tests of the sample, but without analysis of production, and upon the issuance of the certificate, inspection control by testing a sample of products prior to delivery. The sample is tested in an accredited test laboratory.

Certification scheme 3A provides for the mandatory sample testing of products and analysis of production and inspection control in the same form. Certification schemes for products 3 and 3A are suitable for products quality stability of which is observed over a long period of time.

A certification scheme 4 consists in testing, as in the previous diagrams, with slightly different inspection control: samples for test are selected from a warehouse of the manufacturer and the seller. The modified circuit 4A, in addition to scheme 4 includes analysis of the state of production before issuance of the certificate of conformity for products.

This certification scheme is used in cases where it is impractical not to carry out an inspection.

Certification 5 is the sample of products, analysis of production by demonstrating conformity of the quality management system of production and inspection control: testing of product samples taken from the seller and the manufacturer, and in addition, check of stability of production conditions and the current system of quality management.

Certification scheme 6 is in control of the company quality system, but if the quality system certificate the company already has, it is enough to submit an application-Declaration.

This is usually set in the rules of system of certification of homogeneous products.

Certification involves 7 mandatory test. This means that in the product batch, a sample taken according to the rules, which is being tested in an accredited laboratory with the subsequent procedure of issuing certificate of conformity. Inspection control is not provided.

Certification 8 — testing of each sample of products manufactured by the enterprise in an accredited test laboratory and issuance of the certificate of conformity in case of positive test results.

Certification schemes 9-10A, which are based on manufacturer’s Declaration with the subsequent inspection control of products. These schemes are suitable for party goods, produced in small batches.

Certification 9 is suitable for products of irregular. It can be domestic products.

Certification schemes 10 and 10A are used to evaluate the quality of products produced in limited quantities, but over an extended period of time.
Forms of certification of products

Law of the Russian Federation «About certification of production and services» stipulates two types of certification: mandatory and voluntary.

Voluntary certification – certification is conducted on a voluntary basis at the initiative of the manufacturer, seller or consumer of products.

In case of voluntary certification the manufacturer of the product, the consumer or trading company has the right to choose any certification scheme. Voluntary certification can produce any legal entity, assumed the function of body on voluntary certification and registered system of certification and mark of conformity in Gosstandard of Russia in accordance with Russian state standard order. Bodies for mandatory certification may also conduct voluntary certification under specified conditions.

The body for voluntary certification sets the rules for system certification, including the procedure for their payment.

Voluntary certification can be done:

• in relation to products (services) which are not subject to mandatory certification;
• in cases where the requirements of normative documents are formulated only in a General way, but the actual quality of products (services) suitable to characterize more specifically;
• in cases, when normative documents regulating the quality of the variety of products (services) do not exist;
• in cases when for the products (service) include a certificate of compliance, but the manufacturer of the product considers it advisable to ensure that the quality of its products (services) is higher than that laid down by regulations;
• with regard to the part of requirements of normative documents, the implementation of which is not subject to confirmation in the form of mandatory certification. With a positive result of voluntary certification of its outcome is the issuance of a certificate of quality. Such certificate makes sure not only correspondence to adopted yardsticks, but also extent of deviation in the desired direction in the form of additional utility.

Mandatory certification is carried out in cases, when normative documents for the products contain the requirements for the security of the environment, life, health of citizens, as well as to ensure technical and information compatibility, interchangeability of products. The remaining requirements contained in the regulations, are voluntary. Their implementation depends on the discretion of the manufacturer of the product and its contractors. In case of positive result, mandatory certification of its outcome is the issuance of a certificate of conformity to safety requirements.

Defined nomenclature of goods subject to mandatory certification. This includes all groups of food products, baby products, consumer goods, food contact and drinking water; household products, etc.

The purpose of mandatory certification is the establishment of confidence in the manufacturer and the consumer that certified products are safe for consumption.

According to the Law of the Russian Federation «About certification of products and services» it is forbidden to advertise products subject to mandatory certification, but does not have a certificate of conformity.
